Dear Wendy,
Thank you for your email of 22 September 2008 in which you have
requested statistical information on the Highly Skilled Migrant
Programme and on Tier 1 General of the points-based system. This falls
to be dealt with under the Freedom of Information Act 2000.
In order to process your request for information, I would just like to
clarify with you the exact information you require. Section 1(3) of the
Freedom of Information Act provides that a public authority need not
comply with a request for information unless any further information
reasonably required to identify and locate the information is supplied.
I am unclear about the exact scope of the information in which you are
interested. To ensure that we provide you with the right information,
can you please clarify the second part of your request where you have
requested the following information:
- If I may be slightly more specific, I am wondering about applicants
who meet the criteria to make an application under Tier One/HSMP --
enough education, enough money, adequate earnings history, etc. -- and
especially from the United States.
When you provide this information we will aim to send you a full
response to your request within twenty working days of its receipt. I
look forward to hearing from you shortly. However, please note that if I

Dear Ms Walker To try to clarify further: I would like up-to-date
(2007 and, where possible, 2008) information regarding the number
of applications made and approved under the Tier One/HSMP
programmes by applicants from the US, who met the necessary
criteria with regard to education/qualifications, income, etc.,
including reasons applicants who met those criteria were rejected.
In other words, if an applicant meets the criteria, on what bases
is such an applicant rejected?
