Thank you for your letter of 6 July requesting information on forthcoming flood defence schemes within the UK. I would like to clarify that the Environment Agency holds a general supervisory role for flood defence in England and Wales only. The enclosed tables have been compiled in response to the first part of your request. Data gathered in September 2007 has been used to formulate the tables. Since that time, changes will have occurred in response to a number of possible factors impacting on the programme. I would therefore like to stress that this response can only be viewed as representing a "snapshot" in time, and it must be recognised that budgets and forecasts will have changed and will continue to do so.

The tables show schemes underway and those with full approval to start. Additional schemes will start when they are approved and if they are of a high enough priority to attract funding from the constrained funds in place at that time.

Although you will find most of the column headings in the tables are self explanatory, it may be helpful to note the following:

Committee Name refers to the name of the Regional Flood Defence Committee within whose area the scheme sits.

Coastal Erosion (CE) or Flooding (FL) states whether the scheme is primarily addressing a Coastal Erosion or Flood Defence problem

Funding Code - refers to the type of work eg CM denotes capital maintenance

Priority Score - refers to a scoring system used to indicate a national priority for delivery of schemes. The system of scoring has now changed and is based on the delivery of Outcome Measures agreed with Defra.

Referring to the second part of your request asking for "details of identified sluice and flow control structures that have been assessed as requiring immediate attention or replacement". As we do not hold this information nationally, I have been advised that to obtain this level of detail, from 23 Areas, for the whole of England and Wales would take much of our time to try and collate. It would also be an extremely expensive exercise for which we would have to make a charge. This is currently estimated at taking more than 4 working days work (£1,000 @£25/hr staff time), but could probably take longer, thus detracting staff away from their other duties, therefore under Reg. 12(4)(b) of the Environmental Information Regulations we consider this to be unreasonable.

If you are not satisfied with our decision not to supply this second part of your request, you can contact us to ask for our decision to be reviewed. If you are still not satisfied following this, you can then make an appeal to the Information Commissioner, who is the statutory regulator for Freedom of Information.
