Dear Sir or Madam,

Please could you provide a text file providing the postcode sector
for each Area Point Identifier within the Case Identifier in the SN
5755 British Crime Survey 2006-2007 data file.

Note I understand your need to protect the identity of the
respondents to the survey, and would expect you to omit the Case
Identifiers for individual respondents where there are fewer than
15 people in the relevant Postcode sector.

However, given that there are an average of 60000 people in each
Postcode Sector I do not expect it will be possible to identify an
individual respondent for any of the survey responses in question.

I'd re-check with the public authority whether BMRB Social Research holds the information "on behalf" of the Home Office. This would make the information come under Section 3(2)(b) of FOIA [1]

There is a relevant ICO guidance note [2] which gives the example of research material being held by another.

This ICO decision notice [3] is particularly relevant, where Market Research response data was deemed to be held by the 3rd party on behalf of the public authority, and the Information Commissioner partly upheld the Section 3(2)(b) appeal.
